Thinks he'll get the girl he'll only get the mechanic

The moon is out but he's drunk and shouting

I remember on one of the live albums, where they
were playing in Seattle, he said that it was about
Bill Gates, but fill in the blank. A year or two
after that Bill started sending money to Africa; coincidence ?
